La Victoria Commons Opens with On-Site Integrated Health Services
Copa Health and Molina Healthcare of Arizona partnership supports integration of affordable housing with immediate health access

TEMPE, Ariz. (February 26, 2026) – Copa Health and Molina Healthcare of Arizona celebrated the official grand opening celebration of La Victoria Commons, a five-story development that addresses critical housing needs for low-income families while providing integrated health services through an on-site Copa Health clinic. The celebration brought together community leaders, residents, and partners at the 104-unit affordable housing development at the northeast corner of Apache Boulevard and Price Freeway.
This Low-Income Housing Tax Credit project represents a collaborative effort between Copa Health, Molina Healthcare of Arizona, the City of Tempe, the National Equity Fund, and Newtown Community Development Corporation. Twenty-five percent of units are reserved for individuals with qualified diagnoses and their families, with the remaining 75% serving households earning no more than 50% of Area Median Income.
“Safe, stable housing is critical to health and well-being, which is why Molina invests in projects like La Victoria,” said Minnie Andrade, plan president of Molina Healthcare of Arizona. “This goes beyond housing by providing residents with supportive services and an on-site health clinic. It represents a true partnership between a managed care organization, provider, and the community as a whole.”
Attendees toured the facility, which will help residents proactively manage their health and well-being with integrated health care services, transportation, and other services just steps away, as well as many other amenities that impact social determinants of health. Units feature their own washers and dryers, as well as bicycle storage in the parking garage. There are community amenities including shaded ramada areas, BBQ facilities, a community bike repair stand, and the Copa Heroes Cafe operated by Copa Health. The development’s location provides convenient access to light rail transportation throughout the Valley.
“When residents step out their front door, they can grab coffee at Copa Heroes Cafe or get counseling support right on site,” said Latrice Hickman, chief operating officer, Copa Health. “We designed this space so families can access everything they need to succeed without having to travel across town.”
Inside the building, Copa Health operates comprehensive support services open to residents and the broader community, including navigation services, counseling, case management focused on housing stability, vocational rehabilitation programs, and access to additional Copa Health services. These wraparound services help families maintain housing stability while addressing underlying health and social needs.

The project represents a collaborative effort between Copa Health, Molina Healthcare of Arizona, the City of Tempe, the National Equity Fund, and Newtown CDC to address social determinants of health through community investment. The partnership reflects all of the organizations’ ongoing commitment to supporting affordable housing initiatives that strengthen community health outcomes.
